When an NPC reaches 90 or lower they will sell Pylons for 10g - your discount. This happiness value is also the discount on the items the NPC sell, so if you max a NPC to 75 then all items sold by that NPC have their cost reduced to 75% of the normal max price (that means, a 25% discount).
NPC happiness is a very important feature added with the 1.4 update that has a few rewards for keeping your NPCs happy. The first of which is the ability to purchase pylons from happy town NPCs.
What is happiness for an NPC? 1.4 added a new NPC function - happiness, or Happiness. Depending on the increase/decrease of this option, merchants will reduce/increase the prices of their goods. Mods that update NPC Visuals are some of the most incompatible ones that exist, mainly because they are ALL overwriting many of the same NPC records, and due to how Creation Engine games work, only the LAST loaded ESP mod with edits to that record actually "wins" and gets loaded into the game.
